Pakistan Sets 5G Spectrum Auction Date for April 2025, Appoints NERA as Consultant

The federal government of Pakistan has officially scheduled its 5G spectrum auction for April 25, 2025, marking a major milestone in the country's telecommunications evolution. The U.S.-based consultancy firm, National Economic Research Associates Inc. (NERA), has been chosen to manage the auction process, ensuring transparency and efficiency in what is set to be a transformative step for Pakistan’s digital landscape.

The Pakistan Telecommunication Authority (PTA), which regulates the country's telecom sector, is leading the efforts for the 5G rollout. A spokesperson for the PTA confirmed that the hiring of a high-caliber consultant was a crucial part of the preparations. The spokesperson stated, “PTA is adhering strictly to the timeline established by the advisory committee, and there are no delays in the process outlined in the operators’ licenses.” This emphasizes the authority's commitment to meeting deadlines and ensuring that the 5G implementation process proceeds without unnecessary hindrances.

Role of NERA in the 5G Rollout

The consultancy firm NERA, renowned for its expertise in economic analysis and spectrum valuation, was selected following a competitive bidding process. According to insiders from both PTA and the Ministry of Information Technology and Telecommunication, NERA has already accepted a letter of intent (LOI) from the government. The firm will play a pivotal role in determining the 5G spectrum’s market value, setting a base auction price, and advising on technical aspects of the auction process. NERA’s report, expected within 60 working days, will provide critical insights that will guide the auction strategy and help establish a clear roadmap for Pakistan's 5G future.

Out of the five firms that were considered for the consultancy role, NERA emerged as the most qualified based on technical and financial evaluations. On October 3, 2024, the financial bids were opened, confirming NERA’s lead in the bidding process. The Public Procurement Regulatory Authority (PPRA) conducted due diligence and found no objections, paving the way for NERA’s formal appointment. The firm's vast experience in spectrum valuation and telecommunications consultancy will be instrumental in ensuring a smooth, internationally aligned 5G auction.

Benefits and Impacts of 5G in Pakistan

The auction of the 5G spectrum is expected to unlock significant opportunities for Pakistan’s telecommunications sector. The PTA has highlighted that 5G technology will bring ultra-fast internet speeds, reduced latency, and enhanced machine-to-machine communication, all of which are vital for modernizing the country’s digital infrastructure. These advancements will not only benefit individual consumers but also contribute to the growth of Pakistan’s digital economy by enabling new use cases, such as smart cities, enhanced e-commerce, telemedicine, and the Internet of Things (IoT).

In addition to improving network performance and reliability across the country, the introduction of 5G will attract foreign investment and strengthen Pakistan’s global digital footprint. The PTA noted that international telecom firms from regions including China, the Middle East, and the West are actively engaged in Pakistan’s telecom market, and the government is encouraging continued foreign participation. In particular, China’s longstanding support for infrastructure development in Pakistan is expected to play a key role in the 5G rollout.

Strengthening Global Partnerships Through 5G

Obaid, a spokesperson for the Ministry of Information Technology, emphasized that the 5G rollout would deepen Pakistan’s international partnerships, particularly with China, which has been instrumental in supporting Pakistan’s telecommunications infrastructure. “China has always been a key partner in our digital development, and 5G will further strengthen these ties by fostering more investment and collaboration,” Obaid said.

As NERA’s appointment is formalized and the consultancy gets to work, Pakistan is gearing up to take a significant leap into the future of connectivity. The upcoming auction and eventual 5G deployment will bring about transformative changes, ensuring that both businesses and consumers benefit from the technological revolution. The Pakistani government’s commitment to staying on track with the April 2025 auction date reflects the importance of this milestone in the country's digital transformation journey.
